Our team is leading the public outreach efforts for the SBCTA & WRCOG Emergency Evacuation Resiliency Network (EERN) Study to ensure that all voices are heard in shaping a resilient evacuation network. Guided by a robust Stakeholder Engagement and Community Outreach Plan, we are focusing on delivering inclusive, transparent, and actionable public engagement.

Riverside County Regional Park and Open-Space District (RivCoParks) District 4 Regional Park Feasibility Study
As the Outreach Manager, Marisa crafted a collaborative and inclusive outreach plan, focusing on the needs of all community members, particularly those from disadvantaged backgrounds. This multi-faceted outreach program included database development, surveys, digital campaigns, a project website, community meetings, and printed materials. Through this comprehensive strategy, her team gathered valuable insights that will shape the future of a regional park in District 4 of Riverside County.
San Bernardino County Transportation Authority (SBCTA) North First Avenue Bridge over BNSF Railroad Project
The North First Avenue Bridge over BNSF Railroad removed the existing bridge, considered Structurally Deficient (SD), and constructed new approach roadways and a new two-lane structure. Marisa Greenway, as Community Liaison Lead, developed a fact sheet, construction alert template, and project information postcard. We went through an ascertainment for the project database and managed/coordinated all aspects of the project groundbreaking event in January 2023. We partnered with the Barstow Unified School District to ensure their students and staff were receiving all project updates. Additional public outreach services included groundbreaking event management, ribbon cutting event management, public meetings, website development, social media, email communications, media outreach, developing and managing the Project Hotline, project database, media database, collateral development (English and Spanish), project updates and reporting to SBCTA and city’s executive team and staff.
San Bernardino County Transportation Authority (SBCTA) I-215/University Parkway Interchange Project
The I-215/University Parkway Interchange project will construct a Diverging Diamond Interchange (DDI) which promotes safety, decreases congestion, and minimizes the cost of new infrastructure. In Summer 2020, the project received environmental clearance, and design and right-of-way acquisition began. Marisa Greenway coordinated all aspects of stakeholder preconstruction outreach activities since the design phase of the project. Marisa Greenway, as Community Liaison Lead, held neighborhood meetings to educate stakeholders on the project and the DDI. She developed an updated fact sheet and webpage as well as educational video to explain the benefits of a DDI. Marisa Greenway partnered with the California State University, San Bernardino on outreach communication strategies to their students and staff.
Orange County Transportation Authority (OCTA) I-405 Improvement Project
Marisa Greenway served as a subconsultant to Kleinfelder Construction Services (KCS) and assisted as a Public Outreach Specialist for this high-profile, $1.9B I-405 Improvement project. This design-build project included the construction of 16 miles of the I-405 freeway including one new regular lane in each direction, improvements to freeway on- and off-ramps, reconstruction of 18 bridges, and construction of two new express lanes. She assisted the Community Outreach Team with the execution of a comprehensive public awareness campaign tailored for the many communities along the project corridor. She also spearheaded OCTA’s award-winning 405 Forward Program which supported local businesses along the project corridor. The program had over 200 local businesses participating. Our responsibilities included facilitating call/text alert notifications, event planning, business and community outreach, copywriting for various project-related collateral, and coordinating with OCTA’s Media Relations and Government Relations with information distribution.
San Bernardino County Transportation Authority (SBCTA) SR 60/Central Avenue Project
The SR 60/Central Avenue project is designed to relieve congestion and improve traffic flow as well as address the increased travel associated with existing and planned development in the City of Chino. The project also updated the bridge to meet seismic requirements and provide Americans with Disabilities Act (ADA) compliant curb ramps and tactile sensors at intersections where crosswalks are included. Marisa Greenway worked with SBCTA and the City of Chino to conduct business outreach during the environmental and design phase.
Construction began in the Spring 2021 and Marisa Greenway was the lead Community Liaison for the Project in its construction phase. She worked with the agency, contractor, and Caltrans District 8 to ensure that elected officials, stakeholders, and both the residential and business communities were aware of the project and educated about the specifics of the project. During the environmental and design phase, this included business outreach. She worked with the contractor to ensure that elected officials, stakeholders, and both the residential and business communities were aware of lane closures, traffic restrictions, project milestones and project timeline. We were responsible for creating and maintaining a stakeholder database including a communications log of all stakeholder inquiries and interaction, construction flyers/fact sheets, hotline with 24-hour response, media relations, website, social media, and e-alerts.
San Bernardino County Transportation Authority (SBCTA) Redlands Passenger Rail Project/ARROW
Marisa Greenway coordinated all aspects of stakeholder outreach activities from the environmental phase of the project through service beginning in October 2022. This is the first Diesel Multiple Unit (DMU) train in the region and the tracks in Redlands have been dormant for over forty years. It was pertinent that the public outreach campaigns included detailed information regarding project benefits and impacts to the communities. Marisa Greenway, as Community Outreach Lead, developed and managed extensive outreach concerning grade crossing closures through social media, construction alerts, and canvassing which has been implemented throughout the life of the project to ensure the communities were aware of construction impacts and detours. This also included working closely with the robust business community in downtown Redlands to ensure they were aware of construction activity. The City of Redlands is an active community that holds several events a year. We worked closely with city staff to ensure the construction schedule didn’t impact their community events. We also worked closely with the City of San Bernardino to ensure their Spanish-speaking community was receiving all translated construction information.
The nine-mile corridor runs past several schools in both the San Bernardino and Redlands School Districts. During the environmental phase of the project, Marisa Greenway developed a relationship with each school district including the principals, to make sure their staff, parents, and students were receiving weekly information regarding construction activity and impacts, project benefits, and rail safety. She partnered with California Operation Lifesaver to develop a tailored rail safety campaign in the form of a digital toolkit for each school district that includes lesson plans, videos, social media and website posts, newsletters, and email blasts for their use. Marisa participated in a district wide event in San Bernardino with over 5,000 attendees to educate school staff and families about the project benefits, train testing, and rail safety.
In addition to SBCTA, we also worked closely with Metrolink, the Federal Railroad Administration (FRA), Federal Transit Administration (FTA), California Operation Lifesaver, and the cities of Redlands and San Bernardino to develop and implement a comprehensive outreach program for Metrolink and Arrow train testing along the corridor including rail safety messaging. In preparation for operations to begin in October 2022, we worked closely with the above-mentioned agencies to prepare the communities for train testing and operation through the development of various digital and print collateral including:
•City council meeting presentations
•Flyers (digital and print)
•Door hangers
•Street banners
•Business posters
•Operation Lifesaver “See Tracks Think Train” sticker decals
In addition to train testing and rail safety, we worked with SBCTA, Metrolink, and various cities to coordinate and manage several events to celebrate project milestones before Arrow operations began in 2022. This includes:
•The arrival of the first Diesel Multiple Unit (DMU) car to San Bernardino County •SBCTA board member viewing and tour of the DMU at the Arrow Maintenance Facility
•Press Conference to showcase the DMU cars before train testing begins
•Ribbon cutting event
Lastly, we worked closely with Metrolink to develop and coordinate an outreach campaign to the community to include information regarding operations management, train schedule, and ticketing.
Western Municipal Water District North Well Outreach
In the role of managing outreach for the North Well project, which involved bringing a well back online, I led efforts to communicate the benefits and progress of the project to the local community. This initiative was crucial for ensuring public understanding and support for the project’s impact on water supply reliability.

Western Municipal Water District Lake Hills Pipeline Replacement Construction Outreach Manager
As the Outreach Manager for the Lake Hills Pipeline Replacement project, I was responsible for managing communication and minimizing disruption impacts on the community during the pipeline replacement.
Key components of this role included:

Community Meetings: Hosted regular community meetings to inform residents and businesses about the project scope, schedule, and expected impacts.

Construction Notices: Developed and distributed detailed construction notices and updates to affected areas, ensuring residents were aware of timelines and any disruptions to services.

By proactively managing communication and maintaining a transparent approach, the outreach program ensured community cooperation and minimized inconveniences during the construction process.
San Bernardino County Transportation Authority (SBCTA) I-10/University Avenue Project
As the lead Community Liaison for the I-10/University Avenue Project, Marisa Greenway worked with the agency, contractor and the city of Redlands as well as Caltrans District 8 to ensure that elected officials, stakeholders, and both the residential and business communities were aware of the project and educated about the specifics of the project including lane closures, traffic restrictions, project milestones and project timeline. She was responsible for creating and maintaining a stakeholder database including a communications log of all stakeholder inquiries and interaction, construction flyers/fact sheets, hotline with 24-hour response, media relations, website, social media, and e-alerts.
San Bernardino County Transportation Authority (SBCTA) SR 60/Archibald Avenue Project
The SR 60/Archibald Avenue project was designed to relieve congestion and improve traffic flow as well as address the increased travel associated with existing and planned development in the cities of Ontario and Eastvale. In addition, the project upgraded pedestrian access via sidewalks, crosswalks, and curb ramps. The SR 60/Archibald Avenue project was approved in March 2018 and construction began in March 2020.

Western Municipal Water District Rate Adjustment Campaign Outreach Manager
As the Rate Adjustment Campaign Outreach Manager for Western Municipal Water District, I spearheaded a comprehensive public communication strategy to inform and engage customers about necessary rate adjustments. This role involved developing clear and concise messaging to explain the rationale behind rate changes, highlighting the district’s commitment to maintaining and improving water infrastructure, and ensuring fiscal responsibility.
