HCS is responsible for data research of existing utilities, shareholder meetings, preparation of utility matrices, preparation of utility plans, field verification, and additional technical studies for 4 intersections: Valley Boulevard and New Avenue, San Gabriel Boulevard and Valley Boulevard, Valley Boulevard and Del Mar Avenue, and Mission Drive.
