OCTA, I-405 Improvements Design-Build

Hout provided Design-Build coordination, financial business management, and public outreach support services for the $2.3 billion I-405 Improvement Project led by OCTA in partnership with Caltrans District 12. This highly visible, 16-mile corridor project through 8 municipalities required sustained education and expectation-setting for commuters and corridor users – many of whom were alerady familiar with express lanes – paralleling the toll facility and operational educations needs of TCA’s 241/91 Public Outreach and Marketing Services contract.
While supporting technical coordination activities—including early conflict analysis, utility relocation tracking, and close collaboration with design and construction teams—Hout also played an active role in public-facing education and outreach efforts critical to maintaining corridor reliability and public trust. . Outreach Specialist Marisa Greenway played a key role in OCTA’s award-winning 405 Forward Program, which supported more than 200 local businesses affected by prolonged construction activities. The program was designed to address prolonged construction fatigue, maintain business visibility, and clearly communicate access changes – experience directly applicable to managing business and community concerns during extended construction on the 241/91 corridor. Marisa’swork included developing and distributing outreach and marketing materials, coordinating directly with participating businesses, and supporting OCTA’s messaging related to access, construction impacts, and available assistance.
Marisa also collaborated with OCTA’s Media Relations and Government Relations teams to develop a video series that explained program intent, access conditions, and community impacts, while highlighting business resilience and available support resources. During the COVID-19 pandemic, she assisted with coordination and production of bridge opening and milestone videos to maintain public engagement despite limited in-person opportunities.This project demonstrates Hout’s ability to support large-scale transportation projects through integrated coordination and outreach efforts—balancing technical delivery with clear, consistent communication. Hout’s experience educating the public, supporting impacted businesses, coordinating agency messaging, and responding to real-time construction impacts directly aligns with the outreach, marketing, and stakeholder engagement demands of the 241/91 Express Connector project.
