Emergency Evacuation Network Resiliency (EENR) Study

Our team is leading the public outreach efforts for the SBCTA & WRCOG Emergency Evacuation Resiliency Network (EERN) Study to ensure that all voices are heard in shaping a resilient evacuation network. Guided by a robust Stakeholder Engagement and Community Outreach Plan, we are focusing on delivering inclusive, transparent, and actionable public engagement.
Stakeholder Collaboration: We are facilitating workshops, focus groups, and meetings to bring together emergency responders, community leaders, and agencies to identify key areas of congestion and infrastructure challenges.
Disadvantaged and Tribal Community Engagement: Through targeted outreach, culturally sensitive communication, and multilingual materials, we are ensuring that historically underserved and tribal communities have opportunities to share their needs and priorities.
Transparent and Accessible Communication: We are employing diverse outreach tactics, including public meetings, surveys, virtual platforms, and social media, to keep the public informed and actively engaged.
Actionable Input Collection: By gathering feedback from stakeholders and the public early and continuously, we are delivering insights that directly guide the study and its outcomes.
Our outreach strategy emphasizes inclusivity, accessibility, and collaboration, ensuring that the EERN Study reflects the priorities of the communities it serves while fostering transparency and accountability.
I-215/University Parkway Interchange Project
San Bernardino County Transportation Authority (SBCTA)
The I-215/University Parkway Interchange project will construct a Diverging Diamond Interchange (DDI) which promotes safety, decreases congestion, and minimizes the cost of new infrastructure. In Summer 2020, the project received environmental clearance, and design and right-of-way acquisition began. Marisa Greenway coordinated all aspects of stakeholder preconstruction outreach activities since the design phase of the project. Marisa Greenway, as Community Liaison Lead, held neighborhood meetings to educate stakeholders on the project and the DDI. She developed an updated fact sheet and webpage as well as educational video to explain the benefits of a DDI. Marisa Greenway partnered with the California State University, San Bernardino on outreach communication strategies to their students and staff.
D4 Regional Park Feasibility Study
Riverside County Regional Park and Open-Space District
Hout provided comprehensive public outreach and community engagement support for RivCoParks District 4. While this project focused on park planning rather than transportation, it required many of the same outreach fundamentals central to TCA’s 241/91 Express Connector – clear education, inclusive engagement, structured feedback collections, and disciplined communication across a geographically diverse area. The study required meaningful community engagement to guide long-term planning decisions for a future regional park serving diverse communities across District 4.
Serving as Outreach Manager, Marisa Greenway developed and implemented a collaborative and inclusive Community Outreach Plan designed to reach residents, stakeholders, and traditionally underserved populations. Outreach efforts focused on building awareness, encouraging participation, and collecting actionable input to inform feasibility analysis and park programming concepts.Similar to corridor-wide transportation outreach, the plan emphasized early education, expectation setting, and clear explanations of project purpose to support informed participation.
Hout’s outreach program utilized a multi-channel approach similar to TCA’s corridor-wide engagement needs, including stakeholder database development, community and intercept surveys, digital outreach campaigns, a project-specific website, and printed materials – tools that supported opt-in participation and measurable engagement. Community meetings and virtual engagement opportunities were hosted to share project information, explain study objectives, and provide multiple avenues for public feedback.
OCTA, I-405 Improvements Design-Build
Orange County Transportation Authority
Hout provided Design-Build coordination, financial business management, and public outreach support services for the $2.3 billion I-405 Improvement Project led by OCTA in partnership with Caltrans District 12. This highly visible, 16-mile corridor project through 8 municipalities required sustained education and expectation-setting for commuters and corridor users – many of whom were alerady familiar with express lanes – paralleling the toll facility and operational educations needs of TCA’s 241/91 Public Outreach and Marketing Services contract.
While supporting technical coordination activities—including early conflict analysis, utility relocation tracking, and close collaboration with design and construction teams—Hout also played an active role in public-facing education and outreach efforts critical to maintaining corridor reliability and public trust. . Outreach Specialist Marisa Greenway played a key role in OCTA’s award-winning 405 Forward Program, which supported more than 200 local businesses affected by prolonged construction activities. The program was designed to address prolonged construction fatigue, maintain business visibility, and clearly communicate access changes – experience directly applicable to managing business and community concerns during extended construction on the 241/91 corridor. Marisa’swork included developing and distributing outreach and marketing materials, coordinating directly with participating businesses, and supporting OCTA’s messaging related to access, construction impacts, and available assistance.
Marisa also collaborated with OCTA’s Media Relations and Government Relations teams to develop a video series that explained program intent, access conditions, and community impacts, while highlighting business resilience and available support resources. During the COVID-19 pandemic, she assisted with coordination and production of bridge opening and milestone videos to maintain public engagement despite limited in-person opportunities.This project demonstrates Hout’s ability to support large-scale transportation projects through integrated coordination and outreach efforts—balancing technical delivery with clear, consistent communication. Hout’s experience educating the public, supporting impacted businesses, coordinating agency messaging, and responding to real-time construction impacts directly aligns with the outreach, marketing, and stakeholder engagement demands of the 241/91 Express Connector project.
